I know that there is a default shortcut combination to access the menu bar for an app/program (file/edit/view/etc) ... I just can't remember what it is? Thanks so much!

Control-F2 or Control-fn-F2, depending on what you have selected in System Preferences > Keyboard > Keyboard > Use all F1, F2, etc. keys as standard function keys.

Neither of those are working ... I was running palua but quit it to see if there was a conflict ... Any suggestions?
