Is this possible without a jailbreak? My wife likes to use the iPad to read recipes while she cooks and she wants an easier way to enable the screen to always be on while she is reading those recipes, is there such thing?
 
If you mean you don't want the iPad to lock automatically after a while, you can turn this feature off by doing this:

Settings > General > Auto Lock > Never

I know how to do that, i didnt know if there was a third party app or a widget that would achieve this with a simple on/off switch...
 
Sorry I dont know anything like this but what you want is the OSX app Caffeine but for iOS.
