Shortcuts App not syncing

I added some shortcuts a day ago to my iPad and they still aren’t appearing on my iPhone shortcuts library. Likewise shortcuts added today on my phone are not appearing on my iPad.

iCloud sync and shortcuts order sync are on for both devices
