All Devices Shortcuts missing app selection. Apple or developers issue?

So when creating a Shortcut in the Shortcuts app, some 3rd party apps are available and some are not.

Is this a Apple or developer issue? Or simply apps that haven't updated for iOS13 yet?

I'm trying to created a Shortcut for Waze.
