Resolved Shortcuts not syncing between devices

I have about 15 Shortcuts set up and they have in the past, synced with my phone a test iPad and my Mac Mini. I noticed when testing on iPad, I made a shortcut, it did not sync to my iphone or anywhere else. When I make a change on iphone, it will no longer sync to the other devices....

All devices are on the latest OS.

Things I've tried:

1. Turn off iCloud syncing for Shortcuts everywhere
2. Turned back on
3. Deleted Shortcuts and folders from all devices
4. Deleted shortcut data from iCloud via manage storage (on device and cloud)
5. Waited over night
6. Deleted apps on iOS and iPad - Reinstalled
7. Turned iCloud syncing backing on
8. Created shortcut on iPhone - DID NOT sync to iPad nor Mac
9. Waited several more hours - nothing

It doesn't appear that iphone is uploading any data?

I do randomly get:
iCloud Shortcuts Deleted

Continue Syncing
Cancel

I figured it out... I use AdGuard iOS profile on my phone when outside of my home and in house I use pfBlockerNG. Both use this list: HaGeZi's Pro++ Blocklist which has partiality.itunes.apple.com &
iadsdk.apple.com
blocked. Once I unlocked this, everything started working again.
