Shortcuts - Scripting Help

Not sure if this is possible, but wondering if there’s any way to create a shortcut / script that does the following.

Goes into settings -> notifications -> mail … toggles state of “allow notifications “ (on/off).
Potentially also adding a timing rule for this toggle (ie 9am, 5pm).
