Gallery is curated by apple, the items at the bottom are kinda generic and available to everyone, and the top section are siri suggestions based off things you have on your phone. Adding a shortcut that works with a specific app on your phone won't do much for me. The closest Philz is about a 12 hour drive for me, and I don't have an alarm called "7:30 AM"
If you click the +, it should add to the "my shortcuts" section, which is where the shortcuts you use and run are. Once it's in my shortcuts, you can share it with any one you want, just like you would a webpage or image. You can also make an iCloud link, that you can embed in any webpage or email to easily share with a larger group.
Items in the gallery section at the bottom also have a +, which you can click to add that shortcut to my shortcuts.
