It seems to me, that the Verizon phone has the ability to access all networks, but the AT&T phone does not. My question is, will it work out of the box if I place my AT&T sim card into the Verizon phone?

Yes but I doubt you will get 4g LTE.

Just Buy an unlocked iPhone instead.

Fairly certain the specs show that they support the exact same LTE bands.
