I'm currently using an iPhone 4 (32 GB) and it's always full. I keep a ton of applications on it (that I never use) and video podcasts, etc.

I'm thinking about upgrading to the iPhone 4S (64 GB) but I'm now unsure because of iCloud.

If I understand correctly, iCloud actually downloads the content to the iPhone so it's still taking up space, right? Doesn't that basically defeat the purpose of "streaming from the cloud" ?

Also, does iCloud work for videos?
 
It really depends on your own personal needs. I prefer to off load some of my content to my personal network. Only keeping the files on the phone I will use over the next 90 days or so. Then reload it with all new material. That's what I like to do. Your mileage may vary :)
