the past few generation models haven't been very different, so I'm wondering if there will be a relatively new design coming sometime in the fall with iOS 7.

it's really not about a new design, it's about what's inside
considering the processor in the iphone 5 doubled the 4S which doubled the 4
and the iphone 5 and current ipad have the same processor, there's a good chance it will see another decent sized bump in speed.

also the processor in the current ipad vs the previous did a double in speed which is quite a considerable difference.
 
Do you need the upgrade in speed in which the next generation is likely to provide? If not I say go for the 4, it's an awfully nice device that I'm sure you wouldn't regret purchasing now.
 
I was going to Waite for the IPad 5.but fall is so far.
So I got a 32 gig refurbed IPad 4 from the apple store for499 .
This thing rocks its brand new new outer shell new battery.
I will never buy new again always refurbed from apple.
For what I use it for web surfing YouTube email it's good.
Really fast.
