Should I do a clean install?

Not sure why you'd want to be doing that for a minor update to Ventura. Since Ventura is effectively end of life, you really should be upgrading to Sonoma or Sequoia.
yes, I get that 13.7.8 is the EOL. I plan to stick at that for a while as I'm content with Ventura.
However, I'll take this as a prompt to investigate potential benefits of Sonoma & Sequoia. My question re clean install would then remain.

I might perform a clean install of Tahoe on my M1 MacBook Air and Mini265GB
since there are too many files seldom needed
also the "unified memory" might play nice instead of eating up 20GB just to air drop a 4.5 MB 4 layered cartoon file from the iPad to MacBook Air. I also need to get rid of entertainment files like music, movies since some files are in their cesspool.
