I currently have a refurbished mid 2014 15" MBPR with the dedicated gpu, i7 2.5 GHz, 16 GB memory, and 512 GB SSD that I bought in January of this year. Right now I'm using my 15" MBPr to do the basic things such as work, web browsing, listening to music with Apple Music, and using Fusion 8.0 to run Windows 10 Pro. Also I don't play computer games.

I'm thinking of purchasing the 13" i5 2.9/512 GB SSD/ 16 GB memory. Do you think that its wise for me to downgrade to a 13" MBPr? and will I notice a decrease in performance in Fusion 8.0 running Windows 10 Pro?
 
You probably won't notice much performance decrease. What's the specific reason to "downgrade"?

Your usage is pretty light.

I don't think you'd notice much if any slowdowns.
 
The 15" is better suited for running virtual machines since it has 4 cores. I'd recommend staying with your current system and holding out 'til next spring. We should see Skylake updates and maybe even a redesign.
If portability is your prime concern than the 13" is an excellent choice. They've been upgraded to Broadwell and are superior to the rMB or MBA in everything that matters.
