iPod touch Should i get a new Ipod touch 5g or used 4s?

An iphone 4s is simply so much better than an ipod touch. However if you're not going to use it as a phone, well, an ipod touch may be good enough.

4S inky because the accessibility of a 3G connection when there is no wifi around is handy

No brainier here. Its a choice between a phone and a mp3 player. Which one do you need most, keeping in mind the phone will do everything the iPod does.

Get the iPhone 4S, it has better camera, better design and if you one day need a phone, you have one. Only reason to get the iPod touch is if you want the larger screen. The iPhone 4S will support IOS 7, there's no reason why not, even the 3GS is getting the IOS 6 this week.

i was planning on buying the new ipod touch 5th gen with a cheap prepaid android phone and make the android ah hotspot, or instead of all of that ah iphone 4s

As someone who has a 3G iPad and a standard phone with him all day long, let me highly recommend you get the 4S. Carrying around more than one device is not convenient at all. Getting an all-in-one is much preferred.
