Jailbreaking doesn't speed up anything. You can install tweaks that make the effects go faster but the system won't be sped up. The iPhone 4 will be slow on new versions of iOS because it's outdated hardware, there's no way around that.

Yeah thats what I thought thanks. I guess iOS 7 on the 4 will be horrendous lol.
 
Try restoring your phone. Maybe youve got a lagging process running thats slowing everything down. If it doesnt work, then go ahead and jailbreak. What do you have to lose?
 
Not sure that's been my experience, everything I've heard slows your device down, possible battery hit and chance of system crashes.
 
You should ask this question in the jailbreak forum. Kinda sounds like not many in hear have recent jailbreak experience with Evasi0n.
