Should I migrate or start new?

When i get the 2012 MBP should i migrate my user account (time machine) or start new? By the time I get the MBP, my current account would have gone through four OS upgrades (Tiger -> Lion) and it suffers permission problems from time to time.
Right now disk utility is taking three hours to repair permissions (not the first time) and i think the permission problems will 'seep in' even after a restore.

So should I migrate or start new once I get my new MBP?

Can you not use TM just to restore your user data from selected user accounts? Migration Assistant IIRC. That would seem to get you what you want, eg no system software carry over from the old system.
