There's a possibility that they could be included, but I doubt it unless you're buying a new computer when Leopard comes out. In that case, most likely only iLife '08 will be installed, not iWork.

In other words, if you're not buying a new computer and you're also buying Leopard when it comes out, go ahead and purchase iLife and iWork now.

iLife won't be included with Leopard. They are completely separate products.
