It will cost roughly $40 for the part and I can install it myself easily, but will it make a large enough difference in selling price?

It's a 32 gb iPhone 4 with some scratches on the front and back.
 
A screen protector on the front might hide the scratches. I'd replace the back though.

The question is not how it looks, but where to sell it. You could spend $40 and an hour of your time to get a pretty phone that sells for $300 (random figure) on eBay. But after the fees and shipping you will walk away with more like $250. That's assuming you don't sell it to a scammer who files a fraudelent PayPal claim. Or you could save the hassle and sell it as is for $250 cash on Craigslist.
