I've always just kept my 4s because I have unlimited 3g data and I always enjoyed being able to just listen to Spotify and Podcasts freely without worrying about data. I don't use my phone for much more than that as of now.

How I understand it that will be going away starting tomorrow. I'm eligible to upgrade anytime, so should I update now and sign a new 2 year contract for the 6 or wait and do the new structure and get the 6s? It will be part of a business plan which has around 10 phones on it. Thanks!

From my understanding if you upgrade you loose the unlimited data. On the other-hand if you buy out any phone full price you still keep your unlimited data, the later is regardless of when you do. (6 or 6s)
 
Right now he is able to upgrade at full price. Next week he will be able to upgrade at full price.
Discounted upgrades end and installment plans require dropping Unlimited data still.
So it makes no difference. $650 today, $650 next month.
