If my MacBook Pro 2011 2.2 i7 is just sitting there with nothing on it makes a very faint humming noise. Is this normal for it just to neon sound or should it be completely silent?
 
Since the fan or fans is or are idling at 2000 RPM and the HDD (if you have one) is also spinning a bit, small sounds emanating from that Mac are normal.

Could very well be your hard drive as well.

No computer equipped with fans is truly silent. They all make a small amount of noise.
 
The fans on 2000rpm should be almost inaudible in any place that hasn't very low background noise. They are really silent but never off so you can hear them. If you don't have an SSD, the HDD does make a very audible sound. Unless you have hearing problems or work in a very noisy environment you should always hear the HDD.
