Should my iPhone 4s be able to see other BT devices around it?

Such as my MacbookPro

Currently it doesn't. If I want to pair them I do it via the laptop - which can see the phone, and I can pair that way. So the iPhone receives the pairing request, and I can confirm it with the phone.

But if for instance I'm on a bus, and I go to the phones Bluetooth settings and search for other devices, it sees nothing, where I'd expect there to be around half a dozen in range.
 
Only those that are discoverable.

Well my MacbookPro is discoverable.

And if I tried with my previous phone ( HTC Desire running Android ), then I'd see a load of other phones if I was in a public place where there were a lot of people.
