iPod Shuffle charging question.

I have a 2nd generation Shuffle. When I connect it to charge without opening iTunes, or to use it as a USB data drive, the orange light keeps blinking. I think that means not to disconnect it because it is trying to sync with iTunes. But it just keeps blinking forever until I open iTunes. When I open iTunes, it syncs right away and stops blinking. But I shouldn't have to open iTunes to charge it, should I? I have it set to not automatically open iTunes when I connect the Shuffle.
