Sierra fails to reopen Safari windows ocassionally

It's super inconvenient actually, I always check reopen every windows when logging back in, but sometimes it won't work properly. Especially she fails to reopen Safari which is fairly annoying...

I just wonder that is my fault, or Sierra's fault, or Apple meant this by 'reopen all windows when logging back in' function..
