So it looks like there could be a major bug with how Optimize Storage handles the management of system wide purgeable data.
I noticed tonight that I had a large amount of empty photo albums in the Photos app with Album names that I recognized. I then realized many of these Albums were originally contained in the "iPhoto Events" folder from my original transition from iPhoto to Photos. I then dragged these empty albums back to that folder and all of a sudden the entire folder and all but 2 other Albums disappeared. I then turned off Optimize Storage in the Photos app and chose "Download Originals to this Mac" hoping to correct the issue, but it did not. All those Albums (but not the photos themselves) are all gone. Needless to say, I am turning off this feature for the time being.
Anyone else see anything funky with Photos while using Optimize Mac Storage in conjunction with the Optimize Storage feature built in to the Photos app?
