I have an unlocked T-Mobile iPhone 5 that I'd like to do a full restore to get the hotspot option back.

Is Apple still signing 6.1.3?

Nope, only 6.1.4 is being signed. Is the carrier update built into iOS 6.1.4?
I was on 6.1.2 and had my unlocked iPhone replaced with one that supports AWS. But it came with 6.1.3.

Since i jailbreak I'm not to keen on updating to 6.1.4. I won't do a reset if I can't reinstall 6.1.3.

iOS 6.1.3 isn't jailbreakable so how do you jailbreak it?

You are safe to update since next jailbreak won't come till iOS 7. And when you restore with 6.1.4 it asks you in iTunes if you want to install carrier update and just click no and free tethering
