Signing up for Apple's iPhone Upgrade Program and New Verizon Service

With Apple's iPhone upgrade program, (for new users) is it possible to sign up for new service with Verizon at the Apple Store (at the same time you are signing up for the program and purchasing the phone)? I am currently with Sprint and plan to sign up with Verizon. I didn't see any information about this particular question on Apple's site.

Well going through the checkout flow on Apples website, there's a section if you want to start new service or upgrade/add a line. So I'd assume so.

Anyone know what the cheapest plan is to begin with iUP? I'm currently paying $40/month to T-Mobile but as Pay-as-you-go; wouldn't mind trying to get on a new line of service...
