iPhone Silent Button controls Lock Rotation?

I installed iOS 9 Beta 1, but due to the poor battery (I know its a beta). I downgraded to iOS 8.4 Beta 4 and I cannot use the silent button to mite my phone anymore. On iOS 9 I had it set to Lock Rotation as you can change it, but on iOS 8.4, the option is not there anymore so I am stuck

Any ideas?
