I have an AT&T iPad 1 with iOS5 installed. With the AT&T SIM card in the iPad the phone numbers in the contact list show up in the correct USA format.

When I replace the AT&T SIM card with a Israel Cellcom SIM card, the phone numbers lose their format. (i.e. what used to show up as (123) 456-7890 now show up as 1234567890). When I replace the Cellcom SIM card with the AT&T SIM card the phone numbers revert to their normal format.

Is this the expected behavior? Is their any way of having the phone numbers display with the Israel Cellcom SIM card using the USA format?

(Changing the display format in settings does not seem to have any effect on the contact list format.)

Any help would be appreciated.
 
Yes, it is the expected behavior. iPhone will use your SIM card region as the default region on the phone. However you can override it by setting a different region in Settings>General>International
