Please can someone help me with a reliable and economical third party for Sim Unlocking iPhones and iPads?

Cellular iPads are neve locked.
iPhones can only be unlocked by the carrier it's locked into as they have to set the unlock flag into Apple's activation database. Any 3rd parties claiming they can unlock iPhones are only temporary/jailbreak.
