SIMBL & SafariStand

I'm reading through the readme file, and the directions say for me to first install some "SIMBL" at http://culater.net/software/SIMBL/SIMBL.php. Can someone briefly tell me about this "SIMBL" and is it safe to go 'head and do this? Sorry, I'm totally new with Mac. Thanks for any help.

I'd say you're safe to install it, SafariStand is a pretty common add-on.
