Simple web design app for Mac?

I got this really simple portal website I would like to make.
Already designed everything in Photoshop and exported it ... just need to put it together.

It consists of a banner image (with rollover image) and three other images that link to my social pages (also with rollover images).

However, iWeb and RapidWeaver are giving me a hard time, because they always use some sort of template - which I don't need.

Any suggestions?

RapidWeaver is excellent, but if it's not your bag you could try Sandvox.
