This is the message I get:
The sender address (my address) was rejected by the server p42-smtp.mail.me.com.
The server response was: From address is not one of your addresses
Select a different outgoing mail server from the list below or click Try Later to leave the message in your Outbox until it can be sent.
Sending from:(me <my address>)

1. I have re-entered my Apple ID password
2. I have deleted all messages from Trash
3. I have tried several things found in this article: https://support.apple.com/en-us/102562

In Mail Settings, iCloud is selected and enabled as the IMAP Outgoing Server. I have entered the e-mail address I am trying to send from, which was not listed. This address has been associated with my Account for years.

I have sent a message to this address, and it was received. But I still have not been able to send mail from this account.
