I've always enabled this via terminal using:
defaults write com.apple.AppleMultitouchTrackpad Dragging -bool true
defaults write com.apple.driver.AppleBluetoothMultitouch.trackpad Dragging -bool true
This is as well as three finger drag and hold and drag. I could single tap, but not lift my finger and then drag a window. Not click, just a tap.
Same for drag and drop, this used to work for drag and drop - Not any more.
After installing the RC, this has gone, and even changing the setting as above via terminal and rebooting haven't brought it back.
/edit - In fact, it's a lot more than this. I used to use the tap (but not lift) and then move my finger to select text, it was easy. Now, I have to tap and actually hold the trackpad down in order to select. It makes things far less accurate because I've got to keep the trackpad down. I don't like it at all.
