iPhone Siri and “locked” screen issues

I know it’s known issue.
I am just requesting to update on it.
I want to start app and Siri fails with message: you need to unlock you iPhone first.
I am on the latest iOS version.
hence my question:
1 is it expected to reject open app on locked screen by Siri?
2 is it applicable to all app? ( because I don’t have an issue e.g. to start music or place a call)

If you ask for anything other than general info, like the weather, you will be asked to unlock your phone.
