Siri doesn't speak?

When I try to use Siri, there is no beeping sound before I start to talk, and Siri doesn't speak.
Anyone else ever have this issue?
there is a setting for siri to reply under the settings.
for the volume, activate siri and raise volume on the phone, it might be all the way down.
