I noticed last week that when I hit the home button Siri doesn’t say “what can I help you with”

I did a hard reset, I turned Siri off and on but still she won’t speak. She only speaks if I ask a question.

How do I get her to introduce herself when i press the home button ?
 
What does that even mean?

What that individual saying is correct. Siri doesn't always respond with her voice when you press the home button. Now, when you ask Siri hands-free, sometimes she will respond by asking you what can she assist you with or you just hear the chime when Siri has been activated.
 
I would know Siri was on in the past via a chime or her speaking (meaning accidentally activating Siri) now it’s completely quiet.
