Ive noticed a few things about Siri and how it overrides the volume:

If you have headphones on and have music on, and try to use Siri, it will override the volume and make your ears bleed.

If you use Siri and then unlock your phone, the volume will be super high for the unlock sound.

Has anyone else noticed these? Seems when you have your phone locked and use Siri, there's a chance the volume will override.

Yes, it is a well known bug. Apple should be fixing it in the next release of iOS.
