Siri not using new high quality voice

I have an iPhone 5s running iOS 7.0.3 and recently noticed that Siri's voice is the same as it was on on iOS 6. I called Apple regarding the issue and they advised me to restore my phone - which I did. It just finished restoring and the new voice still is nowhere to be found.

Does anyone know what the issue is? Hopefully I'm missing something simple.

I should note that this is a replacement iPhone 5s and the new, high-quality voice was present on my old 5s.

are you sure youre on 7.0.3? this was a bug fix from 7.0.2. mine had this issue on 7.0.2 but was fixed with the update.
