Siri reminders immediately prompting to complete

"Hey siri, please set a reminder to open the oven in 15 minutes"
"Ok ill remind you"

Immediately a reminder comes up with Complete and Later and a Reminder right above it.

Take for example this screenshot (I'm using a black head remover): http://imgur.com/a/nThEj

So what ends up happening is I leave it there and then manually wait for the "minutes ago" to reach the time I needed.

It's your phrasing. Siri doesn't recognize that as a reminder for a specific time, it's a reminder to "Open the oven in 15 minutes" with no time set. Try "Remind me in 15 minutes to open the oven". The reminder is "open the over", the time is 15 minutes from current time.
