I locked myself out of my iPhone and had to do a restore. Afterwards, siri sounded like a robot. 24 hours later, still a problem.

My 4S used to do this, but I forget what I did to fix it.

I think it downloads the high quality voice in background so as long as you're connected to a wifi network, you should get it.
 
Go to settings/accessibility/speak selection/voices/english and see if the toggle for enhanced quality is on, if not turn it on and let it download the package for it.

Yeah but sometimes it doesn't want to for whatever reason and you have to do it manually.
 
If I go to accessibility options, it says it is already on. Turning it off and then on again leaves gets it stuck at "preparing to download."

Still sounds off, and now iMessage doesn't work.. lovely.

FIXED IT! You need to have the phone on wifi AND PLUGGED IN before turning on enhanced quality, or it will get stuck at preparing download.

EDIT: Nope. It downloaded the voices and it made no difference.

I had same problem and it's solved for me.
hard rest your iPhone...
press home key + sleep/wake key for longer than 10 second...
when it boots again...
voice now like Stephen Fry

I ended up at the Apple Store. They did several resets and reflagged it but nobody could figure it out. I was offered a new phone because they said it had to be the hardware.

I set up the new one and it did the exact same thing! The genius claimed it sounded much better but it was obviously the same flaw. I took my phone home, and just kept nuking it in iTunes U Gil it worked. The last reset I tried before it worked was turning it off, holding home, and plugging it in to the Mac to set up as new. Tada!

Put it on wifi and let your iphone pull HQ audio.

for me..
i made a hard reset and yes to activate it connect it to iTune... (i did this..)
connected to wifi and now Stephen Fry speaks (no female voice of UK english) out it..
