Siri suggestions empty in 6+

my Siri suggestions are blank. It is enabled in the settings and I have rebooted by phone

How did guys fix this

You have to have spotlight suggestions enabled under location services in privacy. From there turn off both Siri and Spotlight suggestions under search setting, hard reset your iPhone turn both back on, and then swipe over to proactive, it should not display but on the second swipe it will
