Siri switching to Voice Control when offline

Hi all,

I often use Siri on my iPhone. Unfortunately I also find myself often without an Internet connection. I know Siri doesn't work without data, and I also know the basic voice control (the blue one) works fine. Is there a way I can set it so it automatically switches to the basic voice control when offline and then back to Siri when online, without having to go in and disable Siri each time?
