I 100% doubt you need an entirely new Apple Watch just to give your virtual assistant a voice... Apple loves “exclusive” features.
 
It certainly would have been nice to have Siri speak on Series 1/Series 2. Maybe there really is a hardware limitation on the older watches.

I wish Siri was implemented into watchOS 4, or could be included for the other Apple Watch models. I'm not aware of any other reasons why the Series 3 Apple Watch would have Siri, if it wasn't capable on the first to generation Apple Watches. But this is something that I was requesting a long time ago, but I won't purchase a Series 3 just based on Siri and I don't need LTE.

They mentioned with the faster chips, they can now give Siri a voice on the apple watch, so I would say it is a hardware limitation.
