Even with my iOS device not passcode locked, Siri will not open/launch apps, saying “you’ll need to unlock your [device] first”

Siri will not open/launch apps unless the iOS device is open or has no passcode. The iOS device has to be awake, open, and unlocked for “Hey, Siri” or Siri manual activation to launch/open apps. If the device is closed (not passcode locked) but a passcode is set, Siri will not launch apps.

If a passcode is set on the device, with a 4 hour timeout, Siri seems to still think the device is passcode locked even within the timeout window, asking me to unlock my already unlocked iOS device with the passcode. Complete removal of the passcode allows Siri to launch apps from the closed (asleep) condition.
