Siri won't make phone calls

My wife has a iPhone 6s. When she tries to use Siri to make a phone call, she gets a message that says "there is a problem, try again". This happens on every call she tries to make. Siri does work properly when asked a question...ie...'what is 2+2".

All of the requests she makes to call are in her contact list.

Any idea what could be causing this?
