Skype available on iPhone (And you don't need WiFi)

Truefone are now offering a Skype Service on iPhone (and iPod Touch), you can access it when in WiFi, but what's great is that if you're not in WiFi it uses your cellular data connection.

It seems to be a Call back service when not on wifi, that means it uses minutes.

That ruins it for me. I don't understand why they haven't included skype out. How do you make calls using a skype account? Does it have to be skype to skype? Seems like it's just for IM-ing.
