Skype - User not connected - PLEASE HELP!!

I have a skype account everything use to work perfect. But now when i try to make an international video chat it says user is not online. It does not update the users status as to they are online. it shows the gray icon. But when i went on my windows pc and signed in there status updated and showed i am online and on my computer it shows that they are online. The only way we can connect is if they click the gray icon next to my name and initiate a video chat with me. Please help
