Personally I always use iPhoto but iMovie gives you more options as it lets you add videos, obviously, and more bells and whistles, if you need it.

The advantage is that iMovie will give you more to work with in regards to effects. It is also much easier to use for such a project as you are talking about.

If you have never used iMovie to do such a project, my suggestion would be to try a sample project to get a feel for iMovie first. This will also allow you to see a finish sample project.

I have pro programs and still use iMovie for exactly what you are planning on doing. It can be done so quickly and easily once you have a handle on iMovie. As you can tell I am a fan of iMovie and find it a valuable tool.

Look up some YouTube videos on how people add transitions, text, trailers and so on. Many good videos out there to guide you along the way. Plus the Help Guide in iMovie is invaluable.
 
iPhoto is great for most slide shows. It's so much easier that I never use iMovie anymore.

However, with iMovie, you can do some really interesting things with the Ken Burns and Picture-in-Picture effects. Also, if you have videos to include with your photos, you may find iMovie's audio controls helpful.

For me, iPhoto is the way to go because I simply don't have the time to make my slide shows "perfect". YMMV.
