SLOOOOWWWW With 3G modem! (NOT Connection)

I'm confused. Maybe someone can help.

I have a XU870 3G ExpressCard with AT&T service - It's a nice snappy connection, maxing out at 900Kbps down and 256Kbps up when on an HSDPA cell. For some reason, whenever it drops back to Edge (up to 200Kbps) my whole system lags out.

I'm talking BAD. Like 30~40 seconds to open Terminal... Firefox may take 3~4 minutes to start responding again. Dock get stuck.

Why does this happen?? something wrong with the pppd?

Any ideas? (Please don't respond with "It works fine for me")

The best I can think of would be a messed up driver... I dunno, try repairing permissions, and if that doesn't work, reset your PRAM (it's a long shot).
