Over WiFi connection. 3g is blazing fast. Do not have same issue surfing web or downloading other content. Any suggestions?
 
On any wifi connection or just your home wifi network?

Your home connection may have QOS (Quality of Service) enabled to not allow any one device to have full speed access to the internet.

If that's on, turning it off will allow your iPad to have faster internet access over wifi.
