I apparently either have the world's most unique iPad setup or the restore of iCloud settings which is followed by a seemingly endless game of waiting for apps to re-download is unbearably slow.

I've started and re-started this restore twice.

So far as I can see the only realistic way for me to setup the new iPad is to turn off iCloud. Restore via cable. Setup apps via cable. Then turn on iCloud.

I don't think this is the way the feature was designed to work - however any other way is not working. And once you start the "...downloading" and "...waiting" there is no practical way to break out of it (cabling and trying to have iTunes download has not worked for me).
 
Update:

Found that for some reason iCloud had rejected my password despite already downloading most of my set.

When I entered the password again it appears to be back on track.
